Please find attached NERL Constitution & Rules 2024 and NERL Handbook 2024.

 

There is no logo/crest on attached documents as we awaiting the production of the new crest.

 

NERL Constitution & Rules 2024

 

All rule changes accepted at NERL Inaugural Meeting have been updated to the Constitution.

 

In particular, all references to I.D. Cards have been deleted.

 

NERL Handbook 2024

 

The NERL Executive Committee have compiled a Handbook to aid clubs in ensuring that best practice is applied throughout the season.

 

  • It is imperative that clubs communicate the Handbook to all participants involved with the NERL.

 

  • The club is responsible for the behaviour of coaches, players, parents and supporters on match days.

 

  • In the area of referee abuse we adopt a zero tolerance due to the proliferation of incidents and on instruction from our relevant governing bodies. We need to harness a culture of respect towards opponents and match officials and avoid bringing the game into disrepute. For season 2023 in excess of 80% of disciplinary hearings with the Executive involved misbehaviour from coaches, parents and supporters towards the referees.

 

  • The Handbook also details Administrative rules adopted by the NERL Executive Committee and in particular transparency in the decision making of the NERL Executive Committee in matters relating to misconduct at fixtures. Each occurrence of misbehaviour will be dealt with on its own merit by the Executive and will be confidential between the Executive and the club in question.

 

  • The Disciplinary/Sanctions aspect of the Handbook which covers both FAI Disciplinary Guidelines and possible NERL sanctions is very important.

 

  • For those clubs with teams in the NERL Coaching Leagues please ensure that coaches, parents and supporters do not negatively engage with facilitators as the vast majority of them are U18 and are classed as Minors under the law.

 

  • We would encourage clubs to internally deal with any form of misconduct by a club member particularly if offences occur more than once in the season.

 

  • The Communication protocols section must be adhered to.

 

The NERL Executive Committee will update/amend the handbook if and when required as the season progresses.
